Border Guardian Hal Akircius

Chapter 5: Urban Extension Infrastructure Development

The next morning, those who stood for Silentium assembled in the office.

Hal Akircius, a border guardian with a large paper cylinder in his hand and an oval coat over him in a feather clothing.

Gaius Altrius, head of the Ghost Corps, wearing a thick, old-fashioned, itchy imperial armor helmet in silver.

Erreisia, a temple priest of the Sun, is dressed loosely in a long, white coat, with a medal representing the Sun God raised from his neck and a gold belt fastened.

Dekims Adamantius, defensive commander of the Northern Border Post, wearing the latest light imperial-style armor and an elliptical long coat from above.

Lucius Aetius, security officer in red piercing coat with leather belt fastened and sandals on oval long coat.

Cioneus neighborhood representative Hellionel, with boots in green main checked trousers and a long brown penetrating coat fastened with a belt.

A brown long-sleeved shirt in blue trousers, plus a short-sleeved top from above, a semi neighborhood representative Raysink

Each is an ethnically rich outfit, which is a good representation of the composition of Cilentium today.

"Well, I didn't ask you all to gather early this morning, because I wanted to make a policy decision about future city operations.

Hal opened his mouth when everyone saw what had happened.

"Hmm, I see. Are you saying we're going to set a line on foundation consolidation for now?

"Yes, it's been nearly three months since I've been in this city, but more people have, and the neighborhood is well maintained. Large developments will also be possible in the future thanks to the arrival of Commander Adamantius' Imperial Army.

To Hal affirming Altrius' words, Adamantius undertook forcefully by tapping on his armored chest.

"You said anything from design to architecture, let's take a look at some of the Imperial Technologies.

"So can you look at this drawing first?

Hal smiled and saw how Adamantius was doing before spreading the cartridge he had in his hand. On the desk is a map of the area, centered on the Cilentium.

"I've seen and understood a lot so far, but the west and east of Cilentium will continue to develop well. It is a flat land, and the agricultural waterways and nursery grounds are well maintained, as the former Commander of the Army of Altrius originally pioneered it. There are also brick paths left.

Ahead of what Hal indicates, a line indicating that waterways coloured with water are stretched and a yellow coloured surface indicating agricultural land.

Besides, there are red-colored lines showing the streets stretching east to the village of Almar, and branches along the way, aiming for a far eastern illumination.

In addition, the red line to the west stretches towards the Oran area.

So far the eastern side is mainly the former villagers of the village of Seminia, with the development of the Cliffonam subjects, with a population of about 500 people.

On the western side, on the other hand, the development of the Oran subjects proceeded, mainly the people of Sioneus, with a population of about 700.

"East-West of Cilentium will gather settlers as they have always been to proceed with development.

To Hal's words, two people nod: Hellionel and Raysink.

"The problem is the north and south of Cilentium, I couldn't help it either.

Altrius glanced vertically through the map with clear fingers, and Hal nodded at the words.

The northern side of the Cilentium is still an untouched platform, leading up to the Great Forest Zone, the heart of the Cliffonams, with wetlands and marginalised forests extending to the northern Great Mountains, mainly to the south-west.

There was a creek in the north plateau of Cilentium, flowing towards the wetlands of the southwest, and a creek flowing into the wetlands from the Great North Mountains to the south.

The creek on the north side could have been used if the water supply had been built, but the water resources needed to be protected from the surrounding enemy barbarians, and by the barbarians who would have attacked from the north, it would easily be destroyed when it became a cage battle.

The creek on the south side had to draw water from the great northern mountains far beyond where there was a difference in altitude from Cilentium, but had to pass over the wetlands, with problems in terms of materials, funding and safety, abandoned in the days of Altrius.

Naturally, wetlands are not only water starchy, but in summer mosquitoes, poisons, and parasitic hotbeds are not suitable for use as water sources.

Soil was also rotting near the wetlands, and measures had to be envisaged as soon as possible.

A little further away, on the north side of the village of Almar, there is a tributary of the Great River, called the Ereil River, which eventually flows into the Great North Sea, but it flows considerably lower than the Cilentium, making it difficult to use this as a water source again.

It was from this source of water circumstance that Cilentium had to use the help of Aquarius, the Spirit of Water.

"Ultimately, it would be nice if we could proceed with the development to the foot of the Northern Great Mountains, but that's years away, we have to do something about this wetland if we hit it.

Hull shows a brown, painted wetland zone to the south.

"Now the water coming out of the Cilentium is flowing to this southern sprawling wetland, but again, let's run it through the northern side of the village of Almar on the northern side of the Ereil. Without wetlands, we can escape the problem of mosquitoes and the risk of plague outbreaks in the summer, and soil problems can be solved if water quality improves. Commander Adamantius, is it technically possible?

Adamantius, who looked at the map, seemed to be discussing altitude differences and terrain for a while, but slowly opens his mouth.

"I can't say much without measuring it, but probably drainage opening from the wetlands to the Ereil River will be fine for both high and low differences and geology. I think it is easy to replace the water supply of Cilentium.

"Then please develop a plan after surveying.

"Got it, let's cut the first waterway in the north.

Hull then runs his fingers to the ruins of the walls of Cilentium.

"Then, it's a defense of the city, but it's impossible to hit it and build a high wall, so can't you use the water coming from the north creek to build a moat?

"Well, is it a moat... indeed, easier than building a high wall. Still takes a lot of time, and you need a lot of clay to lay on the bottom and stone to use on the moat walls, but how about securing the material?

'That's fine, there are two good stone yards at the end of the northern plateau. Now that I'm covered in trees, I can't be sure, but I'm following my path, so I can recover soon.

When Adamantius asked the question in response to Hal's seemingly intriguing manner, Altrius replied, pointing to the northwest part of the map.

The map draws a thin red line from the west gate just towards the area where the plateau breaks off.

"Marble in front, limestone can be taken from behind it. Sandstones and mudstones have to reach the Great Mountains on the North Side to get them.

"That's enough if you get marble and cement to hit it, because you'll still be ahead of you when you need hard stones, and the streets should be in place by then.

When Adamantius was convinced of Altrius' answer by mentioning the streets, Erreisia, who had remained silent until then, advanced.

"It's that street... but Chief Arkiando of Almar has asked me to develop a street that connects the village to the city.

Ellesia hands one letter to Hull.

When Hal reads it, it says there exactly what Elleysia told him now, and at the end of the day there is the signature of Arkiando.

The reason is that the number of visitors to Cilentium via the village has increased, but it will not be unrelated to the fact that it will also be a shortcut to the northern border post.

As the village of Almar, which places great emphasis on the sale of products within the Empire, we must have decided that it was a good idea to use Cilentium here.

"Right... let the streets first have a solid imperial-style stone laying between the Northern Border Fort and Cilentium, Cilentium and the village of Almar.

When Hal turned back to Adamantius with the letter in his hand, Adamantius also expressed his concurrence.

"Okay, we need to build a surveillance fort and rest stop along the streets to consolidate the defenses of bandits, murderers, warcraft, and true barbarians... but.

Adamantius asks the question as if he had noticed.

"... if this is all going to be a big development, the soldiers under my command are very short handed, but what do you think of the manpower, Lord Border Guardian?

Hal answered Adamantius' question after taking a glimpse of Hellionel and Raysink.

"This has been on my mind for some time, but instead of using Imperial Army soldiers as geotechnical engineers and engineers, they will assume the role of engineers and site supervisors, and manpower will be looking to recruit people who want to migrate.

In interviews from Helionel and Raisink, Hal actually grasps that there are many people on both sides of the nation who want to migrate.

It is not uncommon for the Orans to flee on a village-by-village basis for the main reason that they are unable to withstand repeated imperial oppression.

And under the heroic king who broke the empire, the Cliffonams continued to retain their superiority over the surrounding peoples for forty years, as a result of which the population grew and the land available for development with their technology was almost gone.

If left unattended by both ethnic groups, there was a danger that this would lead to a major movement to the surrounding area, but the climate has remained largely stable in the last few years, with some exceptions, and there are no signs of this due to the continued abundance of crops.

The lack of use of wetlands and the remains of empires by the Cliffonhams was a major cause, more than the fact that development was missed around Cilentium due to its transformation into a Necromancer City.

But with the technology of the Empire, its development will be possible.

Hal continued his words.

"Those who have worked in pioneering work and urban development for three years will be given household registration and citizenship, then land. The food and lodging of those who work during the pioneering period will be held by the Administration, which will also pay the minimum wage.

"I see... in a family groom, and what if you came with livestock and other assets?

"In that case we will turn to the western and eastern pioneering sites. So I'm going to give you the land, and that's the way it's been until now, when you're going to do your own pioneering.

When Raisink asked the question, Hal answered, pointing west and east.

"Hmm, how do you recruit?

"Using the legends of Mr. Reysink and Mr. Hellionel, we ask them to speak up to the proletarian peasants and those looking for emigrants who do not have land in their respective tribes. We'll sneak up on the Empire, but we can't expect much more from this one.

Hal answers Adamantius' questions without hesitation.

Nationalities living on the coast of the Inland Sea, not just the imperials, but also the Cetrian countries, traditionally see the Cliffonams and Orans beyond the mountains as barbarians, one step down.

In addition, there will not be many likes of objects who wish to migrate to areas with harsher climates compared to the coasts of the Inland Sea.

Besides, the Empire is starting to be politically unstable and the country is starting to mess up, but it doesn't have that much impact on the lives of ordinary people, and there's no reason why we have to move aggressively.

Unless you have to escape to the border for some reason, it is better to see that there are no imperials coming to places like this.

"Would you like me to speak to the veterans? Not many, but I'm trained as a soldier, and I have the technology. I think it's a good idea to develop the border because I know how to treat different ethnic groups because I work permanently on the border..."

I suggest that Adamantius relocate the Imperial Army veterans.

'Then you should invite him as a technician. If you want farmland, you can give it to him, but it's more useful as a city to welcome him as a dedicated development technician.

replenishing Adamantius' suggestion, and seeing Adamantius nod to that opinion too, then Altrius turns to Hull

'Yes, Haruyoshi, horses and cattle, which are also essential for future farming work, will need to be procured with the recruitment of people.

Now Adamantius complemented Altrius' opinion.

"For horses, temporarily convert the horses in custody. We'll have to use horse eaters and merchants in detention to buy them later, but how much money do we have?

"Don't tell me where it came from, but I don't have any problems with the funds, so please sneak in and secure the required number.

When Hal answers as he watches Altrius grin at once, Adamantius sees the two intercessions and perceives something and accepts without asking any more.

"You can't be noticed by the Empire yet, I understand.

Others include street maintenance, water repairs and the selection of residential areas within the city, but more or less the conversation ended about agricultural policy, which is fundamental to the city, and infrastructure development.

The rest is a matter of crafts districts and commercial districts.

It is no exaggeration to say that we have not progressed at all on this, so Hal's tone also sounds silly.

"... Craftsmen have settled in and it looks like an industrial zone, but there are differences in craftsmanship, and cultural differences make it different.

"I brought the water wheel back to life, but it's a treasure rot.

What Altrius said was a powered water wheel set up in various parts of Cilentium that reproduced the water wheel that was once used as a power source in forges, powders and cement plants and installed it at the original installation site.

Hal's goal is to make Cilentium one of the best craft and commercial cities on the northern border.

Commodify the resources of the border with Cilentium and also sell them to Empire, East Photography and, at the end of the day, Siluha.

The goal is to purchase commodities from the three countries and conduct relay transactions in Cilentium.

So far, there are artisans of Theoneus and Seminia, but none of them are merchants, and the Commercial District is just a blue sky market state where the neighboring peoples are selling and buying produce and everyday goods.

Blue Sky Market has become a kitchen for Cilentium citizens, and since more and more people are coming to Cilentium to buy and sell products with other villages, this is good, but there is also a lack of strength to realize the concept of Hull.

"You need an administrator, why don't you ask the Sun Cleric?

Lucius speaks that way to Hal and sees El Laicia.

"Hal, if there's anything I can do, please tell me.

"I'm asking El Laicia to run a temple and a treatment center, and any more burdens..."

Erlacia's administrative capacity was discovered in an unexpected way, but she has already begun to run the Temple of the Sun, and believers are beginning to gather to benefit from the Sun God.

Hal, who had also asked Ellesia to run the treatment center with it, had to turn down Lucius' proposal.

Incidentally, the treatment center is headed by El Laicia and operated by three Theoneus, Seminian pharmacists.

"Uh-huh, I'd prefer an imperial official if I could, but... I don't even know him.

"I don't have such smart friends either.

Even though I was in Imperial Capital, it was only about five years old, and on top of the fact that Hal doesn't know many of them, colleague officials are a little different from magistrates and administrators.

Lucius is also from Lower Town and only a few of his friends seem to be himself.

"One... I have an idea, if you'll come out into the world..."

"What kind of person are you?

Hal urges ahead, as Adamantius slowly cuts it out.

"There are those who said Turius Sittius, a former governor of the imperial province. The administrative arm comes with origami, but he collided with the nobility and was forced to resign from the central official, and now he should certainly be hiding in the town of Colonia Lemesia.

"Phew, you mean you collided with the Aho aristocrats? Isn't there a lot of sight? As far as I'm concerned, I'd definitely like to invite you.

Altrius is how he liked it just because he asked about his background.

Adamantius looked sideways at the master with a bitter smile and took over the words to Hull.

"Once, when he was young, he was assigned to the police station as the official in charge... a man who can certainly do his job, but I think he has a tough personality. However, it has already been dried for more than five years, so you will have plenty of time, so if you invite me, I may come.

Undistracted by the Empire so far, let's just say it's a good talent for Hal who wants to develop Cilentium.

I have a grudge against the Empire, especially the aristocracy, and I am not currently serving, so I have no fear of getting my feet on it.

"Ask them to come to Cilentium.

Hull's decision led to the decision to invite Sittius.
