Border Guardian Hal Akircius

Chapter 11: Cilentium's Fall of the Year/Changing Circumstances

Executive Council concluded by the bombastic remarks of Dresines.

The secretaries could not recover from the shock for some time before descending and boiling, but the time finally moved by Sittius' announcement of the adjournment.

Without shock cooling, the secretaries returned to their respective departments, after which only Hal and Altrius, Sittius and Lucius would remain.

New Alshalea and Erlacia were called from the Temple of the Sun, and the coming of Maple and Primia again turned the meeting into something of slightly different quality.

Hal gradually turns to Sittius and Altrius after explaining to the four new arrivals the request of the Orans to participate in the Cilentium Alliance, which he lifted at an earlier meeting of the Executive.

"My predecessor, Mr Sittius, naturally I understand, is there room in the current Cilentium to accept the Orans?

"... I know, but you don't. If we are forced to inflate the Cilentium Alliance, Cilentium will not tolerate its economic and military burdens. If you let the Orans join the Cilentium Alliance, northern pirates, island Orans and Halemians will emerge as frontal enemies. We have to deal with this by adding the northern Cliffonam tribes, to which Cilentium is currently relative. The eastern photograph is relatively friendly, but cannot be counted on as a military force, nor can we have enemies on all sides without knowing how to get out of Siluha or the Empire, so I believe that from a realistic point of view, the offer of the people of Oran should be rejected."

He was Sittius, who answered Hal's query without reference, but his expression was never bright.

As before, Sittius' expression on his forehead is full of bitterness.

"But… in a sense, there is an opportunity. It will be possible to capture this opportunity and put the North together at once '

In agony, but when Altrius said so, Sittius captured the word.

"Unfortunately, you're not looking anywhere in Cilentium for that kind of room. There are more than twenty big tribes alone, and if you're all Oran tribes, you've got six million people to think about, right? There are about 1.8 million people in all of the tribes that we are now somehow disconnected from in the form of alliances, and we cannot afford to bring in more than three times that number of people, no matter where we strip Cilentium."

"... hey..."

Hal and his neighbors are well aware of the situation, but from the significance and purpose of the Silentium Alliance, the Orans' statement of participation is supposed to be a delight and a welcome one.

There's just a time and a situation.

"... I was going to take in the Orans in the process of gradually expanding my alliance, but this is a little too soon.

"Well, it would be desirable to first firmly consolidate the southern tribes of Cliffonam, take in the northern tribes, and then expand their forces to the west. But now we don't have a clear relationship with East Photo or Siluha, and I have to say that it's premature for the Empire to smell internally."

When Hal accidentally spilled it, Sittius also nodded while expressing agreement with the opinion.

There is no other head of Cilentium to roar.

You can't shake a sleeve without it.

It is an obscure region of Oran where the Empire has already made a declaration of possession, albeit still incomplete, but effective control has not been fulfilled.

It is a land pattern that would not be strange if a border guard officer were to take up his duties, but it is north of the North Side Mountains, and compared to the Cilentium, there is a history of very poor transportation to and from the mainland of the Empire, so it has been abandoned due to the lack of helpfulness and difficulty of support.

There was also a question as to whether the neighbouring border guards, even if they belonged to the same empire, could use their hands.

"Hal, can I have a word?

Ellesia, staring at the troubled Hull, slowly opens her mouth.

"El...... oh, that's fine"

Ellesia uttered her words as she cheered on Hal, who said a little surprised.

"I know I'm not in a position to say what I'm supposed to say... just one word"

Erlacia is holding her forehead down, sittius or looking difficult and arm-wrapped. Ah Altrius, and I looked at Hull and said briefly.

"Do not get lost in front of those who are asking for help"

said to the three looking up all the time, Ellesia smiled and said.

"That should have been the foundation of this city. Hal, you've been putting it into practice with everyone's help. Even if it's because it's bigger, I think we'll have to do it depending on our ingenuity. Please don't just make the kind of decision that the people of Oran are raising, that will hinder their voices seeking salvation?

Three bored in the narrow between reality and ideals in the words of El Laicia.

"Ugh, refusing those who do seek help..."

"Ugh... all the petitions of the Sun Cleric Temple are especially... uhm"

"Hmm... depending on how you do it, do you mean..."

Sittius, who softly rose from his seat after twisting his head for a while, pulled one piece of paper out of the material he was bringing with him.

"Lord Achillsius, the Consultant. Let me just say one suggestion, there are some helpful examples."

That dossier, which I gave you while saying so, contained the contents of an alliance agreement concluded between the Empire and Peron, once a local urban state.

It's in that dossier.

1 The Empire and Peron enter into an alliance that takes the Empire above them.

2 Peron declares internally and externally that he is under the protection of the Empire.

3 The Emperor of the Empire combines Mayor Peron.

4 Peron carries out his own internal affairs and diplomacy in the executive branch, headed by a deputy mayor, but does not conduct acts, measures or policies hostile to the Empire.

Do not conduct policies in favor of forces hostile to the Empire again.

5 The Empire and Peron do not erect mutual barriers to trade, communication, and human exchange.

6 This alliance expires for five years.

Five years from now, there will be a forum for discussion with the Empire about alliances or integration.

is what it says.

"By peron, do you mean the city of Peron, on an island close to the Western continent?

When Hal asked, Sittius nodded and began commenting on the origin of the material.

"This is a description of the contents of an alliance that a fast-growing empire once made a hundred years ago with Peron, who was an urban state of Western nations with a view to entering the Western continent. Perón needed the rear shield of the Empire to retain his advantage over Western countries, but at that time the Empire could not afford to send its soldiers out in the midst of engagements with the Oran forces, mainly in the city of Tessia today, and by declaring this alliance, although famously innocent, Perón was no longer attacked by other Western countries in the form of the rear shield of the Empire. We'll need a little rework, but I was wondering if we could turn this sentence" empire ”into Cilentium and“ peron ”into every tribe in Oran."

Altrius nodding as impressed by Sittius' words.

"Um, I see what the Oran people are looking for in Cilentium, as is the actual asylum, but now it will be about not exchanging automatic integration into the Empire, but preserving the peace and position of the self. If this is the case, the burden of Cilentium will be minimal, while the peoples of Oran will remain autonomous while joining the Cilentium Alliance, and will be able to draw a line with the Empire. '

Hal uttered words forcefully while returning the material to Sittius.

"Who will be the representative of the Orans, and who will come again by tribe, and who will represent all Orans...... and I still have no idea what demands and opinions they will put forward for Cilentium. So, as we move forward with this story, I'm going to move on to the basic policy of Cilentium, which is to say," No one will refuse to come. "

"... to say that it is intelligent, under the conditions we have just considered, the proviso goes in, but this is only natural if we take into account the strength of Cilentium as a force today. We also have to face the six First Alliance tribes, so I think the substandard conditional presentation is a reasonable place… But we also have to form an alliance in the bend, so you have to understand that the danger is still there."

Hal replied with a sinister face to Sittius' last words.

"... even if we don't promise to send reinforcements, we won't be abandoned because the people of Oran are in trouble."

Sittius grinned uncommonly at Hal's words and slowly opened his mouth.

"If it is the temper of Lord Akircius, it is your concern. But it's also our job to help if that happens. If Lord Akircius runs straight toward his ideals and philosophies, his auxiliaries and advisors in reality will start with me, as well as Lord Maple and Lord Lucius, Lord Primia, and Lord Erreisia, who became you, and his aunt, Lord Alshalea."

Everyone uttered words against Hull as he nodded loudly at Sittius' words.

"Of course it is. I would do anything for Hal."

"It's something I don't need to tell you."

"Don't forget your friends!

"I want to help you, Mr. Achillosius, while not extending myself."

"Of course, right? I know my brother Hal best!

"Wow, I can help you too."

"Mr. Sittius... everyone..."

Sittius says with a grin, sparing Hal to be taken aback.

"I mean everyone feels the same way...... I'm ashamed to be saved myself though. I still don't have enough training to forget such fundamental things, either. I think it would be a good opportunity to let the people of Oran know that they will not abandon Cilentium in this insufficient alliance for a while."

"Uhm, Cilentium should always be a hope-giving being!

At the end of the day, Altrius said, sending a snort to Hull, which everyone had made stronger.

The story once moves from the participation of the Orans in the alliance to the lowlife.

It was originally for this reason that I called Maple, Primia, and Ellesia and Alshalea today.

"Would you like to add some new departments?

Sittius raises a single eyebrow at Hal's remarks.

"Mumbling and adding more departments can cause extra confusion...... what departments are you thinking?

"I'm in charge of the Learning Institute and the Pharmacy, and then the Intelligence Agency. Ma'am, the Director of Pharmaceutical Affairs has already asked Mr Alshalea to just formally appoint him as Secretary. Or maybe it could go with the study center, but I want to make it a formal department in any case.

"Well, as long as that's about it, it won't be a problem. There are already pharmacists and therapists, and the budget, including their salaries, is actually provided by the government. We should give Lord Alshalea a little more discretion to take advantage of the medical technology of Cilentium, which has begun to develop."

Hal smiles, too, because Sittius gave a positive opinion.

And I spoke to Alshalea, sitting next to Ellesia.

"So can you ask for a pharmacy director who is also the director of the learning institute?

"Of course it is. I've felt uncomfortable taking care of you since I moved out of Fradia, so it's a pleasure to be able to contribute in my area of expertise. Thank you very much."

Alshalea smiled and agreed.

This led to the birth of a new Dean of Pharmacy in Cilentium.

When we talk about the pharmacy and the learning center, Lucius opens his mouth.

"Hal, what's an intelligence agency? Are you gonna wear it with our job for a second?

"Oh, I heard that from my predecessor before. There's a lot of spies in here..."

"Um, well, yes... as long as I'm around, I'll do nothing."

I say it in the way Altrius said it was also a problem, but Hal shook his neck to the side.

"No, that's not all, I want to get some information from here too. And someone like my predecessor... is that okay? I have trouble getting spies into other cities without... One way or the other, countermeasures are bigger."

"... but how do you train people like that? What can I say, the union of that hand of the Empire doesn't ask for a good reputation? You know how I actually collide with the sheriff every now and then. Those guys better quit."

Lucius speaks of assassins and spies acting as dark parts of the Imperial capital.

The Empire has its own intelligence organization, but it is often employed by nobles who cannot depend on it, especially lately it had more opportunities to be employed with the tyrannical arrogance of the nobility, and was rapidly gaining strength.

Sometimes Hal and Lucius excelled in martial arts by being implicated in threats, injuries, and murders of civilian leaders during the time of the imperial magistrates, and were frequently taken to the scene of repression and clashes, where their modus operandi and illegal gestures were actually exposed.

"No, don't use the unusable like that. Our maple will handle spying and intelligence activities."

"To? Me?

With a surprising maple to spare for the sudden nomination, Hal took over the word.

"I don't want you to talk too much about this, but the Swordsmen of the islands repeatedly put behind the empire in the war of control of the islands because there was a local, geographically savvy group of intellectuals unique to the islands known as the" Shadows ”. Maple is bringing in about ten of these shady people, so I'm going to use them as a basis to train people with sights in Cilentium, and at the same time I'm going to call them real jobs from a group of islands."

And they knew not whether there were such men in the islands.

In response to Hal's words, Altrius makes an interesting voice.

"Huh, so a bunch of spies use that lizard thing to make it? Well, if you don't want to use the Union of Empires, fine. If they pull something in, they'll question their character."

Did Lucius have bad feelings for the union in his hand for much longer, but when he said so on the other hand, he withdrew.

"... Sure, the Shadows are free after the war, but can you come this far?

As Maple says, even in understaffed Autumn Ruins, only the shady are hand-held.

Naturally because the empire, which was the opponent of the intelligence operations, became the master of the employers, that is, because the work was extinguished, but was not originally conceived as a frontal force by its very nature, so there was less human damage caused by the war, which can be afforded in numbers.

So we were able to bring in as many as maples and ten shady people.

Maple, who just still struggled to find someone who would agree to leave his hometown, tells Hal as he remembers the struggle.

"The food is totally different, and I have to make one of my own shady tools, right? Is there anybody else I can help you with?

"That would be nothing but asking, wouldn't it?

"Mm... ok, I'll ask the shady one. If there's someone I know who's coming over here, someone in my family who might want to come, you can come, okay?

To Hal's words, Maple was not a little dissapointed that he didn't understand the struggle he had done, but he finally broke and said.

"Oh, please...... then Primia"

"Yes?

Hal turns back to Primia after he finishes asking Maple to invite the Shady.

"I want Primia to interview customers coming to the official inn. That said, you don't have to be so obvious, so I want you to gather them because whatever the circumstances, urban atmosphere, or rumours of the empire and other countries that came out of the public discourse or chatter are good. Especially when there have been many similar stories, I want you to be careful and gather information..."

"Okay… as long as that's about it. We've been having such conversations with our customers for a long time, so why don't we put that together?

Primia accepts Hull's request very naturally.

That is because Lucius has been visiting many times before to interview him and said so, so the only difference is to put it together beforehand and to record from whom he heard it in order to see where the story came from.

Metella attached to the auxiliary also formerly ran a lodging house, so there would be an understanding of the area.

"Received…"

"Oh, don't worry, I'll do as I've always done."

Lucius answers Primia, who is a little confused and about to ask.

Lucius looked at Hal when he saw Primia looking relieved.

"Okay?

"... Oh, yeah, I'll get some information from Lucius, too, so I don't mind if we do that there until now.

Hal responds with a little confusion to Lucius' words.

Lucius turns a blind eye when he realizes that Ellesia smiles and looks at herself and Primia.

The door to the conference room opened wide as Hal tried to speak out when he noticed Ellesia's meaningful gaze.

Bang.

Standing there is Quintus, the Cilentium City Guard captain who changed his blood phase.

"What's wrong?

Quintus, who returned to me to the voice of the sober Sittius, rudely and quietly said, snarled his arms and approached Hull.

"We have received an urgent transmission stone communication from Lord Bergan at the cost of Fredia Castle. It appears that within the northern tribes, the Possians and the Sedenians were ravaged by the defeat of the Halemians. The survival of the two tribes seems to be scattered and fleeing south, adding content that massive numbers of refugees are already overflowing with fradia"
