Finally, on January 15, 1867, the North and the South chose to hold talks in Orange City, between the northern capital Washington and the southern capital Richmond. Lincoln and Davis personally attended the meeting.

British Prime Minister Disraeli, as the first Prime Minister, first sent the new Foreign Secretary of the Tory cabinet government and former Prime Minister Edward Henry Stanley to take the lead. He also formally attended the meeting later.

At the meeting, President Lincoln and President Davis signed an armistice peace agreement on behalf of the North and the South. The Confederate States of the South recognized the status of the Confederate States of the Northern States and recognized the area under the jurisdiction of the Lincoln government as the Northern Territory.

The Lincoln administration also recognized the Davis administration's jurisdiction as southern territory.
